G20 BALI GBFA: BLENDED  FINANCE CAPACITY BUILDING WORKSHOPS

“Financial Sector Strengthening through High-Quality Blended Finance”

BACKGROUND

The world faces an estimated $4 trillion annual financing gap to meet the UN Sustainable Development Goals (SDGs) and global climate commitments. Mobilizing financing at this scale demands not only greater capital flows but also stronger financial systems that can meet international standards and inspire confidence among global investors.  


Benchmarks such as the OECD principles on financial governance and the G20 Blended Finance Principles provide valuable guidance for developing countries to build trust, safeguard integrity, and mobilize sustainable investment through blended finance.


At the 2022 G20 Bali Summit, G20 leaders unanimously endorsed the launch of the Global Blended Finance Alliance (GBFA) to accelerate climate and SDG financing through high-quality blended finance structures across both developed and developing countries.


For developing countries, especially those in the G20 and the G20 Bali GBFA member states, aligning with such benchmarks is critical to managing more complex financing structures and ensuring high-integrity capital flows. This is particularly urgent as the use of blended finance grows as a tool to de-risk investments and catalyze private sector participation in SDG-aligned projects.


To support this agenda, the G20 Bali Global Blended Finance Alliance (GBFA), in collaboration with relevant partners, is launching a targeted capacity building program in Q4 2025. The program will help strengthen human capital, governance, and regulatory frameworks across developing countries to equip them to meet the rising demands of high-standard blended finance and advance toward globally benchmarked financial systems.

OBJECTIVES

The workshops will:

  • Equip leaders with tools to design, evaluate, and implement blended finance projects.
  • Strengthen governance and safeguard standards in line with OECD and G20 principles.
  • Foster South–South collaboration and matchmaking between financiers and project developers.
  • Build country platforms to manage and scale blended finance capital flows.

PROGRAM OVERVIEW

The immersive four-day program spanning over four weeks, features five dynamic workshops. Sessions on Days 1, 2, and 3 are held a week apart, with a two-week pause before Day 4 to give participants space to reflect on key insights and complete preparatory assignments. Blending thought-provoking theory, high-level policy dialogue, and hands-on design labs, the series is designed to inspire learning, collaboration, and practical application.

Who should Join

The workshops are designed for:

  • Countries: GBFA members and potential members, and other G20 developing countries
  • Government officials: Ministries of Finance, Planning, Energy, Environment, Forestry, Marine, Industry, Transport, Agriculture, Infrastructure, and Public Works
  • Institutions: Local development banks, SPVs, and national country platforms
  • Format: Maximum 2 senior participants per institution

Requirement

Active Participation is Key

Workshops are designed for hands-on, collaborative learning and skill-building, so personal involvement is essential for effective participation.


Individual Responsibility

Participants are responsible for their own learning and completion of the workshop content.


No Proxies

The registered participant cannot send someone else to attend the workshops on his/her behalf.


Direct Engagement

Participants are expected to be directly involved in the activities, discussions, and any practical exercises during each workshop.
