g20 bali gbfa GOVERNANCE

The G20 Bali Global Blended Finance Alliance (G20 Bali GBFA) shall have an Assembly, a Council, an Advisory Committee and Secretariat as its principal organs.

THE ASSEMBLY

The Assembly is the supreme governance organ of the GBFA and shall be composed of Contributing Members and it would include two representatives from the Participating Members as observers at the Assembly.

The Assembly shall meet once every two years in ordinary sessions, or as otherwise decided by the Assembly.

Functions

  1. appoint the Secretary-General who shall be nominated by the Council;

  2. amend this Agreement;

  3. advise on the overall direction and programs of the G20 Bali GBFA, including the establishment of offices in the future;

  4. consider and decide appeals on interpretation of this Agreement given by the Council;

  5. admit new Members and determine the conditions of their admission;

  6. suspend a Member;

  7. authorize the conclusion on cooperative partnerships and general agreements with Knowledge Partners and other international entities;

  8. engage the services of external auditors to examine the general balance sheets and statements of profits and loss, and approve, after receipt of the auditor’s report, the general balance sheets and statements of profits and loss of the G20 Bali GBFA;

  9. decide to terminate the operations of the G20 Bali GBFA and to distribute its assets; and

  10. approve the general strategy of the G20 Bali GBFA every three years on a rolling basis.

the council

The Council is the executive organ of the G20 Bali GBFA. The Council shall convene annually, and each member of the Council shall be entitled to one vote.


The Council shall consist of no more than 15 persons, comprising:


  • Contributing Members,
  • Participating Members, and
  • The representative of the host country which shall have a permanent seat on the Council, and
  • The Secretary-General who will not have a voting right.

Functions

  1. nominate a Secretary-General who has blended finance work experience working in developing countries for appointment by the Assembly; 

  2. decide on an organization structure, including on the number of Deputy Secretary General;

  3. approve the G20 Bali GBFA's strategy, operational procedure and policies, and review the results, monitoring and evaluation framework;

  4. approve the G20 Bali GBFA’s annual work program and budget;

  5. recommend that the annual audited financial statements be submitted to the Assembly;

  6. approve the admission of members to the Advisory Council;

  7. approve the criteria for country program selection, which shall be based, inter alia, on objective criteria; and

  8. perform any other functions delegated by the Assembly or otherwise conferred in this Agreement.

THE ADVISORY COUNCIL

The Advisory Council is the consultative and advisory organ of the G20 Bali GBFA. The Advisory Council will convene every two years unless it decides otherwise.

KEY ROLE

  1. serve as a forum for private sector representatives to participate in deepening public-private cooperation on climate financing and the achievement of the SDGs; and

  2. advise the Council on recommended strategies and activities of the G20 Bali GBFA, including with regard to any synergies and linkages between the G20 Bali GBFA and other entities.

SECRETARY-GENERAL AND THE SECRETARIAT

The G20 Bali GBFA Secretariat will be responsible for managing the day-to-day operations of the G20 Bali GBFA and operates under the guidance of the Council and Assembly led by the Secretary-General.   

The Secretary-General shall be nominated by the Council and appointed by the Assembly.

The Secretary-General shall serve a four-year term and act as the chief of the operating staff of the G20 Bali GBFA.

SECRETARY-GENERAL'S ROLE

  1. provide strategic leadership of the G20 Bali GBFA in accordance to the guidance of the Assembly and the Council;

  2. prepare all necessary operational and financial documents;

  3. report on the overall implementation of the G20 Bali GBFA’s activities on an annual basis highlighting the impacts on fulfilling the G20 Bali GBFA’s objective;

  4. represent the G20 Bali GBFA externally and develop strong relations with Members and other stakeholders.
